Reports on housing development within Chilbolton

Test Valley Borough Council planning officer Emma Jones has recommended that the Northern Area Planning Committee approve the development of five houses at Test Valley Farm in Chilbolton. The controversial planning application will be discussed at the TVBC planning committee meeting on 13 Mar 2025.

Tony Ewer, Chair of Chilbolton Parish Council (CPC), has promised greater transparency in material from the Strategy Working Group (SWG). Reports that had been made to Parish Council meetings would be added to the SWG’s new page online. He also proposed topic-based discussion groups on the proposed housing development in the Village Hall.

In a follow-up to the village meeting on 5 December the Parish Council’s Strategy Working Group have published a response to questions asked by residents. In it they reveal that the “current estimate” of the expected size of the whole development “is between 90-120 homes, depending on the precise layout”.

Chilbolton Parish Council (CPC) have put forward a plan to build 150 new homes in the village. An initial phase of this development comprising ten affordable homes, ten “downsizing” homes and five self-build homes, near Eastman’s Field could begin occupation as early as 2028.

Documents leaked from the Parish Council’s Strategy Working Group (SWG) reveal long-term plans to build 168 homes comprising 70 affordable homes, 70 “downsize” homes and 28 “self-build” homes.
