Why so many houses?

I am very concerned about the exceedingly high number of new houses this application requests. My reasons being the Parish Council have recently examined the future housing needs for Chilbolton, including present as well as future development. They consulted with all households for their opinion on these matters. After much consideration it was decided the need was a maximum of 25 houses. This application suggests a further 50 houses. I can not see the reasoning behind that sum 75, except making the land owner rich
