An unadopted plan

The developer may point to the site's inclusion in a very early draft of the new Local Plan (Regulation 18). It is crucial that the Council remembers this draft has not been finalized, tested, or adopted. Under national planning rules (NPPF para 48), such an early stage carries minimal weight. The only relevant policy is COM2 in the current, adopted Local Plan, and this proposal is clearly incompatible with it
