Affordable homes schedule

I also have a concern that the Affordable Housing plan within the application documents suggests that affordable housing will only be built once 25% of the market housing is occupied. There are inconsistencies in the documents which suggest that the houses will only be built in line with demand - but then says all of the housing will be built within 5 years
