The Chilbolton Conservation Area Character Appraisal describes the village's “historic, tranquil and charming identity as a small valley settlement”. By introducing a large, densely packed urban extension on an elevated site, this would cause substantial harm to that special character. Although the site lies immediately outside the Conservation Area boundaries, the increased traffic and visual intrusion would harm the setting of the Conservation Areas, contrary to Test Valley Local Plan Policy E9 and NPPF paragraph 205
