The risk of surface water runoff from the site is a major concern. The flood risk assessment undertaken by the applicant's agent restricts itself to the site alone and is insufficient, as noted by Hampshire County Council Flood and Water Management who require further ground/water data before they can make a recommendation to the Planning Authority. The land to the north of the site drops down steeply to Village Street parts of which flood regularly. Southern Water tankers were operating continuously there for two months last winter. The hard surfaced cycle track itself will encourage more funnelling of runoff water to the top of Cart Lane where a spring already comes to the surface after heavy winter rain. This proposal must be in conflict with Test Valley's own Policy regarding safe development in areas at risk of flooding
