Maureen Treadwell points to the risk of piecemeal expansion:
The development would sever the lower field from its agricultural unit, creating an isolated parcel enclosed by housing. This fragmentation conflicts with [National Planning Policy Framework] requirements to avoid breaking up agricultural holdings. Loss of viable agriculture makes further residential development likely; the applicant has already indicated multiphase intentions.
