Updated: Parish Councillor by-election scheduled
Test Valley Borough Council has confirmed that the requisite number of requests to hold a by-election for the vacancies at Chilbolton Parish Council has been exceeded.
The election would be held on Thursday 13 Nov 2025. In Chilbolton’s case whether there will been an election, depends on how many candidates there are. If there are more than two candidates for the two available vacancies, then an election will be held.
Standing as a candidate
If you are interested in standing as a candidate in this by-election, you should contact TVBC Electoral Services on 01264 368000 or at elecreg@testvalley.gov.uk. They have a useful document “Notes for the information of Candidates - 2025” that explains the full process and the responsibilities of candidates.
Nominations can be lodged from Thursday 9 Oct 2025 until the deadline of 4pm on Friday 17 Oct 2025. Candidates are advised to read this guidance from the Electoral Commission.

Registering to vote
In order to vote, you need to be on the Register of Electors and you must be:
- Resident in the Chilbolton area on the date of the election;
- A British, Irish or Commonwealth citizen, or a citizen of Cyprus or Malta;
- A citizen of Denmark, Luxembourg, Poland, Portugal or Spain;
- Citizen of another EU country, if you have had permission to enter or stay - or not needed permission - since 31 December 2020, and this has continued without a break;
- 18 years old or over.
If you are an eligible elector and you are already on the Register of Electors in Chilbolton, you do not need to re-register for this election.
How to vote
In Person - at Chilbolton Village Hall between the hours of 7am - 10pm. You must show an acceptable form of ID before you are issued with a ballot paper. This includes driving licences and passports, but also a wide range of other documents - there is more information here.

By post - you need to apply before the deadline of 5pm on Wednesday 29 Oct 2025, your postal vote will be dispatched around Tuesday 4 Nov 2025.
