News: Leaked documents - plan to build 168 homes
Documents leaked from the Parish Council’s Strategy Working Group (SWG) reveal long-term plans to build 168 homes comprising 70 affordable homes, 70 “downsize” homes and 28 “self-build” homes.
The targeted land lies between Drove Road and Cart Lane and comprises 9.2 hectares (23 acres) of which 6.9 hectares (17 acres) is deemed developable.

Site marked ‘4?’ is described as ‘Possible alternative for Phase 4’
One of the documents entitled “Chilbolton Housing Project”, shows phasing of the build plan over 36 years (although elsewhere the document refers to a “50 to 75” year development period).
Phase 1 | Phase 2 | Phase 3 | Phase 4 | Total | |
---|---|---|---|---|---|
Timing | 2029 | 2037 | 2050 | 2060 | |
Downsize | 10 | 20 | 20 | 20 | 70 |
Affordable | 10 | 20 | 20 | 20 | 70 |
Self-build | 4 | 8 | 8 | 8 | 28 |
Total | 24 | 48 | 48 | 48 | 168 |
Phase 1 would include a new access road from Drove Road, with extension of Eastman’s Field to link with the new development.
Phase 2 would bring a playing field with landscaping, a pavilion, a gym, land for a shop, a medical centre and a car park.
Phase 3 would link Drove Road and Martin’s Lane, providing easier traffic flow.
Phase 4 would add allotments, a care home, a parish office and extensions to the village hall including a stage.
The homes are promised to be spacious compared to commercial builds with the affordable homes being 100 m2, the downsize homes 150 m2 and the self-builds 200 m2 for 3 to 4 bedroom homes.
Flyers advertising a Village meeting where the SWG team will present their proposals, spoke of “10 new affordable homes and 10 downsize homes” being phase 1 of “a proposed significant community led development”. Now that the scale of that development - 168 homes - has been revealed, it promises to be a lively event at the Village Hall on the 5th of December.
