Updated: Outline planning application submitted for 75 homes
Outline planning permission has been submitted for “construction of up to 75 dwellings” on the land near Drove Road that the Parish Council has proposed for a 25-home development.
The application describes the development as
Outline application for construction of up to 75 dwellings, including affordable dwellings, and associated landscaping, public open space and community facilities, all matters reserved aside from access
The application was received by Test Valley Borough Council on Monday 10 Nov 2025, and was validated a day later.
The applicant is James Painter, who sent a letter to the Parish Council in August saying “my family will now be submitting an outline planning application for part of this land along with details of the first 25 homes.”
So far, there are no documents available to support the application. They will be added to the webpage once a planning case officer is appointed.
The application includes a map of the proposed site, showing access from the development to Cart Lane, which is the adjacent footpath.

Ironically, Chilbolton Parish Councillors held their long-awaited meeting with TVBC planning officers on Monday to discuss possible sites for development around Chilbolton.
