News: Parish Council opens consultation on development options
This week Chilbolton residents will be receiving consultation cards through the post, together with an explanatory letter, inviting them to rank four development options in the Village.
Options and purpose
The four options are:
- Option 1: Drove Road - 75 homes (Developer-led)
- Option 2: Drove Road - approx. 20 homes (Community-led)
- Option 3: Gravel Hill - approx. 20 homes (Community-led)
- Option 4: No Community-led Development at all
Chilbolton Parish Council has commissioned help from independent charityAction Hampshire to carry out the consultation. Its purpose is to “inform the Parish Council’s future discussions about housing”, which they say “will contribute to the ongoing evidence gathering and community engagement process.”
The results, on their own, will not determine future decisions.
What do the Parish Council think?
The Parish Council has said they want an open and transparent process which is independently run and will stand up to scrutiny, with the Chair of CPC, David Hall, saying “We have no agenda other than doing what the Village wants.”
Who can participate?
The consultation is open to adults living within Chilbolton Parish who have received a Consultation Card each bearing a unique identification number (see a sample card). Only one response may be submitted per unique identification number.
How to complete the consultation?
There are two ways to complete the consultation:
- You can fill in the consultation card that you receive in the post. You can then deposit it in one of three sealed consultation boxes located at the Abbott’s Mitre Pub, the Village Shop and the Village Hall during opening times.
- You can go to the Action Hampshire online response page and, using the unique code on your consultation card, fill in your preferences there.
Ranking the four options
All options MUST be ranked. For your most preferred option you should put “1” in the box next to it. You should continue with “2”, “3” and “4” in decreasing order of preference.
Your consultation submission will be regarded as INVALID if:
- You fail to assign a rank to any option
- You assign the same rank to two or more options
Confidentiality
Only Action Hampshire will see the completed consultation responses. Members of the Parish Council will only have access to aggregated information that will not identify how individual residents have responded.

What is the deadline?
All responses must be submitted by 27 Sep 2026.
When will we know the results?
After the consultation has closed, Action Hampshire will provide a report to the Parish Council which will include turnout figures, first preference totals, weighted scores and the final ranking of options.
The Parish Council say that they “will decide how and when to publish the findings.”
