News: Parish Council's Annual Parish Assembly
Chilbolton Parish council will hold its Annual Parish Assembly on Monday 27 April 2026 at 7:00pm in the Village Hall.
There are two major topics: work being done by the Pan-Parish River Pollution Forum to protect the River Test for future generations; and an update on how the Parish Council will respond to the 75-home planning application, including the hydrologist’s report they commissioned. Residents will have the chance to ask questions, and put forward their views.
Protecting the River Test
Geoff Cooper, TVBC Councillor for North Baddesley, and Seth Crosswaite, Houghton River Keeper, will cover the work that they have been doing to establish monitoring of pollution in the River Test, and efforts being made to engage with Southern Water.

Cllr Cooper was the proposer for Test Valley Borough Council’s vote to give rivers the same legal rights as humans, granting them greater protections.
Seth Crosswaite is a river keeper at Houghton Lodge and also fishes on the river. He has been visiting the Test since childhood and has been active in fighting pollution.
CPC response to 75-home application
Cllr Neil Connor will outline the Parish Council’s supplementary objection to the proposed 75-home development. He is expected to cover comments on the latest documents lodged by James Painter’s consultants, the hydrologist’s report commissioned by CPC, and the latest from Chilbolton Observatory.
Cllr Connor and the Response Working Group will also be keen to get feedback and thoughts from residents to help shape the final document.
